Houston, Texas. February 9, 2026 — HWCG, LLC announced today that they have contracted
WellCTRL® Engineering to deliver integrated oil spill and hazardous environmental modelling
designed to protect people, property, and the environment.
As part of this agreement, WellCTRL® will apply PARSim® (Plume & Atmospheric Release
Simulator) an advanced, dynamic, compositional fully integrated 3D modelling platform capable
of simulating the complete subsea-to-atmosphere release continuum. PARSim® supports
realistic modelling of complex offshore scenarios, including blowouts and accidental releases,
with time-varying release rates and evolving source conditions.
PARSim® combines regulator-recognized scientific methods into one unified simulation
framework, integrating:
• Near-field subsea plume behavior
• Far-field transport and spill trajectory
• Oil weathering and fate
• Vapor and atmospheric dispersion, including VOC tracking and LEL exceedance /
exclusion zone definition
This integrated capability helps improve planning, consequence evaluation, and response
decision-making, supporting both emergency response operations and regulatory-aligned
preparedness. Integration of WellCTRL® as one of HWCG’s Response Providers is extremely
important for sustaining a quick and comprehensive response that accomplishes the missions
stated in 40 CFR § 300.317 — National Response Priorities which prioritize worker safety 1 st
and stopping the flow of oil into the environment 2 nd
“At HWCG, protecting life, property, and the environment is always the priority,”
said Craig T. Castille, Managing Director of HWCG, LLC.
“By partnering with WellCTRL and leveraging PARSim®, we’re strengthening our ability to
evaluate high-consequence scenarios with speed, technical rigor, and operational relevance.”
Amir Paknejad, Managing Director at WellCTRL® Engineering, adds:
“We’re proud to support HWCG by providing its members with integrated modelling that
connects subsea plume dynamics to surface spill behavior and atmospheric dispersion.
PARSim® delivers technically defensible outputs that help clients plan, respond, and protect
what matters most.”
